Translation of the Response of the Mufti of Daghistan, His Eminence
Shaykh Sayyid Ahmad Darwish Hadjieve

I start with the name of the One Who is worshipped rightfully.

Praise be to Allah, the One who united the Qiblah of the Muslims and made it among the rites of the Religion. May Allah raise the rank of our Master Muhammad and protect his nation from that which he fears for it, the one whom Allah sent as a mercy for the worlds, along with his pure and kind Al and Companions.
To the President of the Association of Islamic Charitable Project in North America, Brother/Engineer Hajj Raid Nachef, May Allah protect and support him:

As-salamu ^alaykum wa rahmatullah.

Your letter concerning the direction of al-Qiblah in the USA and Canada reached us on October 5th, 1993. Thereupon, seeking that Allah will guide us to the acceptable deeds, we say:
The direction of al-Qiblah for he who prays in the USA & Canada is toward southeast. For he who prays toward northeast, his prayer is definitely invalid due to that the scholars of Islam have the ijma^ (consensus) on that the people of east face west, the people of west face east, the people of north face south and the people of south face north. If you need more details refer to Shuruh al-Minhaj and Nihayat al-Matlab by Imam al-Haramayn and others among the reliable books of fiqh.
